A free and secure online ride matching service brought to you by Valley Metro, the area's regional transit and rideshare agency. It provides an easy method for commuters to quickly and securely find a carpool, vanpool, bus, light rail, bike or walk option. Commuters are matched based on proximity, destination, travel route, schedules and preferences.

Using this service does not automatically make you eligible for the Arizona Carpool program. Contact our Alternative Transportation team for more information at PTS-CommuterPrograms@email.arizona.edu.

Register

The carpool program allows groups of three or more individuals to share a single parking permit while commuting together to the Phoenix campus. Members may register multiple vehicles under the same permit and must carpool for the majority of their trips to campus. The cost of the parking permit is shared among all members. All participants must have an official affiliation with the University of Arizona.

Cat Wheels Bike Sharing Program (PBC)

The Cat Wheels Bike Program is a Parking & Transportation initiative providing a free bicycle loan system for the Phoenix Bioscience Core. This program helps students and staff travel around campus quickly, safely, and sustainably.

Image
Three college students ride bicycles together on a sunny day at the University of Arizona. They are smiling and engaged in conversation as they cycle along a paved road lined with lush green trees and palm trees. The students are dressed casually, with backpacks on, suggesting they are on their way to or from class. In the background, other pedestrians are walking on campus, and a red-brick building is partially visible through the trees. The atmosphere is lively and welcoming, capturing a moment of student

Bikes are available free of charge to the U of A, ASU, and NAU PBC community. A valid PBC access card is required.

  • Bikes can be checked out Monday – Friday, 7:30 a.m. to 3:00 p.m. from the HSEB front desk.
  • First-time renters must read and sign a bike loan agreement at the HSEB front desk. After that, only a PBC access card is needed for check-out.
  • Bike loan agreements can be accessed online, printed, completed, and brought to the HSEB front desk for a quick and easy check-out process.
  • Bikes are available on a first-come, first-served basis; no reservations are accepted

  • Each bike comes with a U-lock, key, and attachable lights, all of which must be returned in the same condition.

  • Bicycles must be returned to the designated enclosure, and the access card must be dropped off at the HSEB security desk.

  • A $10 daily late fee applies, up to the full replacement cost of the bicycle. Bikes not returned within seven days will be reported to UAPD (University Police).

  • Users are responsible for any lost or stolen bicycles or equipment (lock, key, lights) and must cover replacement costs as outlined in the rental agreement.

  • Students authorize fees to be collected through their Bursar’s account, while employees authorize payroll deduction for any outstanding charges.

  • Bike renewals are allowed if another bike is available.

  • Users must follow all applicable laws and ride responsibly.

Emergency Ride Home Program (PBC)

If an emergency ever leaves you without transportation, Parking & Transportation Services has partnered with Lyft to provide free courtesy rides home for U of A employees and students who bike, walk, carpool, or use public transit to commute to campus. This program is designed to encourage alternative transportation by ensuring that commuters have a reliable way to get home if an unexpected situation arises.

Emergency Ride Home services are available Monday through Friday from 8 a.m. to 10 p.m., excluding University holidays and closures.

Eligible emergencies may include:

  • Feeling too ill to bike or walk home
  • A carpool partner leaving early due to illness
  • Missing the last bus due to unexpected overtime

Important: This program does not provide transportation for medical emergencies. If you require immediate medical attention, please call 911.

Parking & Transportation Services covers the Lyft fare, including the tip. Rides are available only for pickup from University of Arizona buildings and locations. Lyft rides cannot be requested for housing complexes around the Phoenix Biosciences Core Campus.

  1. Call the Dispatch Team at (520) 621-1108 if you need an emergency ride home.
  2. Provide your University ID number when requesting a ride.
  3. Lyft driver to pick you up and take you where you need to go. If you use a wheelchair or need special assistance, notify the Dispatch Team when calling.

The Emergency Ride Home program is intended for occasional use to support alternative transportation commuters. Misuse of the service may result in denial of future rides. Each request will be reviewed on a case-by-case basis.

Additional Resources

Electric vehicle charging stations are available on the Phoenix Bioscience Core campus to support the use of low-emission vehicles. The PBC parking garage located at 555 E Fillmore St, Phoenix, AZ 85004 offers level-1 electric vehicle charging stations on the first floor. AZ Center Garage also offers level 2 charging for a fee.

2025 Notice to Employees

To improve air quality and reduce vehicle emissions in heavily traveled areas, the Arizona Department of Environmental Quality (ADEQ) administers a mandatory vehicle emissions inspection program known as the Vehicle Emissions Inspection Program (VEIP).

Arizona law (A.R.S. §49-542) requires vehicle emission inspection and testing for:

  • Most vehicles registered in the Area A vehicle emissions control area of greater metro Phoenix (including parts of Maricopa County and parts of Pinal County and Yavapai County as defined by A.R.S. §49-541) and/or
  • Most vehicles registered outside of Area A used to commute to a work site located within Area A.

For a map of the Area A vehicle emissions control area boundary and a link to the legal description, please visit azdeq.gov/emaps

If you live or work in Arizona:

  • Any vehicle you own and operate in Arizona must be registered in Arizona and display a valid Arizona license plate (some exceptions apply). For more information, please visit azdot.gov/mvd or contact the Arizona Department of Transportation (ADOT) Motor Vehicle Division at 602-255-0072.
  • Any vehicle you use to drive to an Area A worksite is required to go through vehicle emissions testing. This applies even if you live outside of Area A.
  • For employees who live outside of Area A, a proof of compliance form will be issued to you by the emissions testing facility at the time of emissions testing. Testing results, which are also sent electronically to ADOT, are needed to register. After you submit your registration request by mail or online, you will receive a registration tag for your license plate. For vehicles that are registered out-of-state (students/part-time employees) and that are parked on federal, state, or city parking properties, you will need to obtain an air quality compliance sticker for your driver’s window from ADOT. For more information, please visit myazcar.com or call the ADEQ VEIP Hotline at 1-877-692-9227 (1-877-myAZcar).
  • In addition to any other criminal penalty provided by law, a person who does not comply with this law is subject to a civil penalty of $100 for a first violation and $300 for a second violation.

Travel Reduction Program Survey

The University of Arizona participates in the Maricopa County Travel Reduction Program (TRP) to help reduce air pollution and traffic congestion. We encourage students and employees at the Phoenix Bioscience Core (PBC) to use alternative modes of transportation—like carpooling, public transit, biking, or walking—rather than driving alone.

Each March, in partnership with the Maricopa County Air Quality Department, the university conducts the Travel Reduction Program Survey. All students and employees at the PBC, including those who telecommute or telework, are required to participate. A 60% response rate from each group is necessary to meet federal air quality standards, and your participation is greatly appreciated.

As part of the TRP, the Phoenix Bioscience Campus offers a variety of services to support alternative commuting options.
