
Our department is working each day to provide innovative parking solutions forampersannbsp;the University of Arizona. Since August 2019, we have been in the process of transitioning to Permit-by-License Plate,ampersannbsp;which will connectampersannbsp;your parking permit to your license plate.ampersannbsp;Permit-by-Plate will eventually eliminate the need to display physical permits and the need to move permits from vehicle to vehicle. For theampersannbsp;2019-2020 permit year, you'll still receive a parking permit in the mail and physical permits are still required to be displayed. Our goal is to reduce the need for physical permits by 80% by 2021-2022.

Making the Transition
The transition to Permit-by-Plate is broken into 3 phases:
ampersannbsp; ampersannbsp; ampersannbsp;Phase I:ampersannbsp;"Link Your Plate":ampersannbsp;Getting the word out and setting up the program.
During this time, we focused on reaching out to our permit holdersampersannbsp;and asking them toampersannbsp;ensure their vehicles' license plates areampersannbsp;linked to their permits in the Parkingampersannbsp;Portal. "Hi There" cards were issued to those without linked permits, asking them to complete this step.

ampersannbsp; ampersannbsp; ampersannbsp;Phase II:ampersannbsp;"Show Us Your Plate": Getting everyone in the system. This is ongoing.
The purpose of this current phase is to have all vehicles park with their license plates facingampersannbsp;the drive aisle. This is a key component to success! If the PTS Enforcementampersannbsp;vehicle cannot see your plate, the vehicle cannot verify your permit.
We are issuing warning citations, as well as Permit-By-Plate Parking cards during this phase.

A commonly asked question during this time is: I received a warningampersannbsp;for backing into a parking space. I parked this way because it is safer when exiting, and it is myampersannbsp; ampersannbsp; ampersannbsp; ampersannbsp; ampersannbsp; ampersannbsp;preferred way of parking. Why am I being penalized, and how can I avoid this?
ampersannbsp; ampersannbsp; ampersannbsp;Answer: Our Parking Services officers need to be able to see your license plate in order to verify your permit. If you prefer to back into a space or pull through, we offerampersannbsp; ampersannbsp; ampersannbsp; unique front permit plates that link with your account. You may obtain one by submitting the blue warning card found on your windshield.ampersannbsp;This option is only availableampersannbsp; ampersannbsp; ampersannbsp; ampersannbsp; ampersannbsp;to permit holders, and there is a limit of one front vanity plate per permit holder.
ampersannbsp; ampersannbsp; ampersannbsp;Instructions for attaching the front vanity plate: The vanity plate mustampersannbsp;be mounted to the front of the vehicle, level with the location of the back license plate. It must be visible from the travel aise in order for it to be read by our enforcement vehicle.

Our final stage of the project is to discontinue the distributionampersannbsp;of physical permits (hang tags,ampersannbsp;RFIDsampersannbsp;andampersannbsp;window stickers), and haveampersannbsp;all permits directly associated with vehicles' license plates. - What is Permit-by-Plate?
- Permit by Plate will use license plate recognition equipment that provides virtual permits through a vehicle's license plate instead of paper permits or plastic hangtags. License Plate Recognition (LPR) equipment increases parking efficiency on campus, provides convenience for the parking customer, and greatly reduces the amount of paper and plastic waste. Individuals will register their vehicle plate information online using their Parking Account Portal when renewing or purchasing their permits. Please Note: License plates must be visible from the drive lane. Designated back-end parking excluded, please observe posted signage.
For permit year 2019-2020, physical permits are still required to be displayed. In 2020-2021, designated locations will be Permit-by-License Plate. See list above. Our goal is to reduce the need for physical permits by 80% by 2021-2022. - How does Permit-by-License Plate work?
- When a vehicle parks on campus, the rear license plate is captured by cameras mounted on enforcement vehicles. Permit-by-Plate works similarly to a supermarket scanner with your license plate functioning as the barcode. When scanned by LPR equipment, the numbers of your plate are automatically referenced against the parking database to verify a valid permit and the proper parking privileges for the lot location. If the license plate and vehicle information are not associated with a valid permit or the vehicle is parked in an inappropriate lot, the vehicle will be evaluated by a Parking Services Officer.
- How will my license plate information be used/stored?
- Vehicle information is routed to secure servers and is not shared with other departments or outside agencies. Vehicle information is stored as long as the permit is valid. Information for plate scans that are in compliance will be purged at the end of day. Plate scans that are connected to a citation will purge the associated data from the server and only retain the violation on record.
- How will Permit-by-License Plate benefit me?
- Eliminates the need to display physical permits and the need to move permits from vehicle to vehicle
- Pay stations on campus are now paperless
- Lost or stolen permits and the associated replacement fees, police reports, and processing times will be eliminated
- No more worrying about forgetting your permit, a permit falling from a rearview mirror or being displayed improperly

- What if I have more than one vehicle?
- Up to three license plates may be associated with one parking permit, but only one vehicle on campus using the permit at a time.
- How do I remove a vehicle or add a vehicle to my permit?

- What if I get a new vehicle/license plate?
- It is very important that your vehicle information stays up-to-date and current. Anytime you have new changes with your vehicle/license plate, be sure to log into your Parking Account Portal and update your information. As soon as you complete your updates, the information will take effect. For a how-to, see "How do I remove a vehicle or add a vehicle to my permit?"
- What if I have a personalized license plate with special characters?
- If you have a license plate with special characters such as hearts, stars, etc.,ampersannbsp;when entering your plate information, skip over the special character and enter the number and letters.
- Will I receive a citation if my license plate is dirty or I have a decorative cover?
- As long as your plates are legal for driving, our system will be able to read them.
- What if I have a newly registered vehicle with a temporary paper plate?
- Log into your Parking Account Portal and update your plate with the new paper plate number.
- Will this apply to me if I drive my motorcycle to campus?
Yes, our system will also be able to read the plates on motorcycles. Once you enter your plate into your account, your vehicle will be associated with your permit.
- What if I have a rental car?
- Rentals are considered temporary vehicles, and you don't need to add them to your Parking Account; however, your parking permit must be displayed. If you do not have your permit, please contact us at (520) 621-1108 to make arrangements.
- Can I carpool with someone else? If so, how do I do this?
- Absolutely!ampersannbsp;We encourage carpooling. All you need to do is make sure that the person you are carpooling with registers their plate under the active permit.
